Lawn and Landscape Standards
Enforcement of lawn standards by the Board stems from the Board’s obligation under California Law to enforce the provisions of the Association’s CC&Rs, specifically Article IX, Section 9.01.
Each owner is responsible to maintain their landscaping in “neat, sanitary and attractive condition” and may not allow it to “fall into disrepair and become unsafe, unsightly, or unattractive”. That is the actual standard as stated in the Pinecrest CC&Rs.
To this end, even during periods of watering restriction, while brown spots may not be avoidable, each homeowner is still expected to keep their lawns well-maintained, and to keep their landscaping looking trimmed and attractive.
Many homeowner have installed more drought tolerant plants, many have installed artificial turf, and some have installed expanded hard scape. Your Management Company will help you with filing an architectural application if you wish you change your landscaping to meet the changing conditions. (Yes, landscape changes do require an architectural application.)
You will receive a courtesy letter from the Association if your lawn or landscaping generally appears unmaintained. You will be given an opportunity to correct the problem or to dispute the observation. HOWEVER, consistent with the Association’s Monetary Penalty Policy, if the violation persists, you may be fined.
Pinecrest is a beautiful Community, and 95% of the lawns and landscaping are always very well maintained, even under these difficult drought conditions. To those folks, your neighbors and your Association thank you. Keep it up. For those whose lawns or landscaping could use a little work, this is meant to encourage you to redouble your efforts. A beautiful community is everyone’s responsibility.
